Oft trotted out as a reason against means testing, but I have never seen any evidence that it is true.
It depends on the value of the benefit, the cost of means testing and the proportion of the universal recipients you exclude by means testing and the proportion who will apply for it.

Maximum for winter fuel allowance is £300.

The administrative cost in 2011 of running a means tested pension credit claim was £47 per annum versus £14 for a state pension claim.
