I'm not sure that last paragraph makes sense? A quick online search for a definition of impeachment returns "the process by which a legislative body levels charges against a government official. Impeachment does not in itself remove the official definitively from office; it is similar to an indictment in criminal law, and thus it is essentially the statement of charges against the official". There are various articles in the US Constitution governing who can do what and for what perceived acts, although some of the definitions are vague.The Dems using it in this case as a political tool to claim that Trump has abused his power, although no illegality has taken place in law.
On that basis, the impeachment process is what's being used to determine whether illegality has occurred - it's the legal process designed to determine that very fact - so it makes no sense to say someone can't be impeached because there's no proof of illegality. The whole point of the process is to lay out evidence in support of the claim such illegal behaviour has taken place.
Given the definition above, a legislative body seeking to show a government official has committed an illegal act is by definition a political process, so that accusation doesn't really fly. It can't be anything else. You can obviously seek to claim it's being done for political gain, but that's a subtly different accusation. Irrespective of their actual or perceived motivation, the Democrats have brought a process and provided what they consider to be evidence of illegality. If a Republican Senate chooses to block the process without even considering that evidence, which is presumably what's going to happen, that's every bit as motivated by a desire for political gain. They don't want Trump impeached because of who it will reflect on the Republican party, and potentially where subsequent investigations would lead. That's nakedly all about political gain, or rather avoidance of political damage.
