No idea but I'd assume it's based on what GMP consider appropriate and proportionate.

The idea that Khan said "I want to take the dog for a walk send three cars" seems a stretch.

I have no idea. Maybe they can’t keep up with Burnham. What I would expect is that the Met have carried out a proper threat assessment and are providing the cover necessary. If I were in Khan’s shoes, I’d be doing exactly what I was advised to do. As I said, there are a lot of loons out there.

Through MOPAC the Mayor is responsible for setting policing and crime priorities for London, holding the Met Police Commissioner to account. ULEZ is apparently a priority for London, for the city, except when Khan apologism matters more.

3-NBA is particularly (pun intended) good at causing lung and liver tumours, you have to wonder, now many of these are 'worth it' especially in a ULEZ.
