Although his words seem very poorly chosen, I doubt he meant them in the context that some people have chosen to promote. It seems as though he was simply making the point that it wasn't a genocide because it came no where near wiping out black people. The use of the word "damn" being included to drive the point home, not in the pejorative sense. He's far from stupid though and should have chosen his words with far greater care.
