Which towns and cities are known to be planning new or expanded emissions zones in the next few years, and which types of vehicle are expected to be affected?

That I know of

Birmingham - January 1, 2021, at the earliest.
Leeds - January 1, 2021, at the earliest
Nottingham - Cancelled
Derby
Bristol - expected March 2021.
Bath - January 2021 at the earliest.
Southampton - Non-charging
Cambridge - date TBC.
Coventry - TBC
Leicester - expected in summer 2021 (tbc).
Oxford - ZERO emissions zone - Affects all petrol/diesel - summer 2021

Plus (More of) London


Affected are pre-Euro 6 (diesel) or pre-Euro 4 (petrol), some will be taxi/bus only but I would expect them to go further later.

Bristol has delayed the introduction but the new date has not yet been published. They were going to ban all private diesel vehicles (including Euro 6) but required central govt approval for this. The latest I read from Bristol City council is that they have been asked to do a comparison with a more normal CAZ.

Reading have been planning some form of zone / charging for the last few years.

Last i heard of the council were looking for some form of split between a chargable low emission zone, introduction of workplace parking levies, parking restrictions for non residents within 1/2 mile of the town centre, chargable on road parking permits for residents inside the zone, etc.

As the car will be losing a lot of road area, more cars are going to have to jam onto the remaining sections of roads they are allowed on, causing more congestion and hence, more pollution.
This may be their plan to discourage cars in cities without having an outright ban.

Edinburgh has plans for an LEZ and Im sure glasgow have the same.
Not sure about the rest of Scotland.
