As for as I can see, the whole scheme is irrationally generous, with it being available to everyone irrespective of their financial position and even for illegal immigrants who.may never have contributed.
There's no harm in proportionate support for low income people affected by the virus (and Trump's poor handling of it). Throwing a $2bn pot at anybody who's had a Covid death and even retrospectively gerrymandering death certificates seems irrational to me, though.
