I've referred many times to zero covid fruit loops, and primarily had loons such as Devi Sridhar in mind. But perhaps Matt Hancock is another one? In fact, judging by the above quote, he may be a zero disease loon, covid included. I recall reading a sci-fi book when I was a child where there was no disease and people wore masks all the time (Isaac Asimov?). I knew it was fiction, obviously; maybe Hancock took it as a vision of the future?

So really, 3 is the best we can hope for, realistically - in the short to medium term, anyway. IMO.

There only needs to be one, in charge, to move a whole country in a different direction.

That's effective R number Re. Basic R number R0 is what determines herd immunity requirements and that's still being refined but it is settling comfortably north of 3. Explaining herd immunity needs to be 97% using an R number of 3. It’s below 1.
