It looks as if it needs to be spelt out for you. Not all those who might want to go on Hajj will have been vaccinated by 21 July. I cannot currently see any likelihood of prioritising potential pilgrims - can you ? By county, I assume you mean country ?
Still not sure what you think the issue is. If you're not vaccinated by then, then you don't go on Hajj. Simple as that and no issue that I can see.It was cancelled last year anyway, so this is surely an improvement on that.

So, yes, you are upset that someone has been allowed to voice their opinion and part of society has listened and made up its mind, and that is “we don’t want you as part of our group”. I thought that was what was being asked for? Or are you one of those snowflakes that thinks that everyone should be included?

One day Prophet Muhammad (PBUH) noticed a Bedouin leaving his camel without tying it.
He asked the Bedouin, “Why don’t you tie down your camel?”
The Bedouin answered, “I placed my trust in Allah.”
At that, the Prophet (PBUH) said, “Tie your camel and place your trust in Allah” (Tirmidhi)
The lesson from this hadith is that we need to use all resources available to us to solve our problems, and then trust Allah for the outcome as “Allah will not change the condition of a people until they change what is in themselves.” (Qur'an 13.11)

Tough lesson, but one I would go with.
And 1400 years later, we could read advice for people to "change what it in themselves" to mean: get the vaccine!
