The High Court has found the government acted unlawfully and the judge decided a failure to consider other firms could be seen as suggesting a "real danger" of bias........

Well bless my barnacles...!!!!!

FTFY - It was ever thus. If a minister needs to pick up a phone to purchase something, they will always contact friends, colleagues and those on their social network first. It's far more natural than going to Google and hoping to find a good source. The procurement rules on this sort of thing are there to at least try to level the playing field and prevent suppliers being cut off the moment their mates are no longer in power - but even with the rules in place, and even when there isn't a pressing emergency, those with connections will always appear early in the list.

That's no defense for Gove and co - they have rightfully been found to have broken the rules - but note that the judgement is a little more nuanced than the quick soundbites suggest, and don't let us pretend that this is something that only the nasty Tories do. If you really want to avoid it, you spend six months going through an official procurement process, put it all out to tender and let the civil service pick through the options for you.

There are calls including on PH to be even freer with taxpayers' money, in particular over catch-up funding and foreign aid. No friends?

If you want to avoid it you obey the rules which have been put in place for that purpose.

Since you seem so keen to tar them with the same brush, in which extreme crisis has the Labour Party favoured its friends in the same way?

Not the point I was making. Blair and co. favoured their own, of course - and procurement rules are there to make sure they weren't too egregious in doing so. That's not saying they're all corrupt, it's saying that ministers will naturally use their networks when looking for suppliers. If I asked you for the name of a plasterer, you'd probably recommend a friend or someone who worked for you rather than reaching for the yellow pages.
