Even from you that is weak... your wife's father who is Russian gives you and your wife a few million and you seperately give half a million to the tory party and somehow it is dirty Russian money. BBC article alludes to an uplift in civil servants to deal with brexit and the pandemic. I think the impacts of both will be here for some time yet.

Less staff is only going to make matters worse.
Most of the issues with the civil service are likely due to inappropriate WFH (short term) and poor systems and management (long term). If you resolve this then I imagine it is perfectly possible to return to the same levels as 2016. Less staff is only going to make matters worse.
Out in the real world the place where I work decided to use mass WFH to more than halve the admin team.

This is just more red meat dog whistle to appeal to his base whilst achieving absolutely nothing.
I doubt it will ever happen ignoring that it's no help if people are having to decide between heating and eating today.

A well managed thinning out can work wonders. But not with the turkeys at play. It's the one thing I find a shame about the whole Cummings debacle. His approach could have disrupted the Civil Service properly and possibly seen real change. None of the current incumbents have the nous for it.
(That said, I've needed to use the passport service three times in the last few years for family. The online service worked really well. Passports all arrived quickly - inside two weeks - and the old ones were returned within a couple of months).
