I would suggest that had he stopped when originally requested on both occasions & had less of a chip, he would have been on his way in minutes.

I would suggest that had he stopped when originally requested on both occasions & had less of a chip, he would have been on his way in minutes.

A police car followed me down the country lanes near home a few years back, they only put their lights on once I was out of the unlit tracks and back in a well-lit area. They did tell me that they were planning to stop me earlier but it was procedure to wait until I was an area where I would have felt safe to pull over.It's never, ever occurred to me to ignore that instruction & drive on.
Seems sensible, however in this situation the driver was clearly in an area with plenty of relatively safe spots to pull over.

it’s far safer for not only the person being stopped but also for the Police officer both in terms of physical location and also personal safety in that you can see the occupants and what they are doing as you approach
Regular to shout up and say you were going to stop a vehicle/how many occupants and the location .. and either ask for another unit to start towards you or what generally happened is that the others on the shift would start coming towards you at normal road speed just in case you shouted for assistance

I knew nothing of rotten to the core police forces growing up in the troubles in N.I
A force so bad it was replaced.
There are stops and stops.
The met. has admitted to being "institutionally racist".

I find it extremely incredulous that someone admitting to having his phone between his legs while driving wasn't using it.. while driving. It is feasible perhaps that he just had something intensive running on it and was keeping his nether regions warm, but Occam's Razor and all that.
