There is probably more "land for free" in Lousiana, but you'd have to bulldoz the ocean and the dead out to reclamate it......anually.

4 degrees sounds a lot, but if that means it was -20 instead of -24 it doesn't look quite as bad.
I live in Toronto where we have had basically a snow-free winter with a few cold snaps. It has been viciously cold on the Prairies, and as you will see, warm in Olympics Vancouver. I have not had to shovel snow here even once this winter. The Northern Stares and Canada are fairly well equipped for snow clearing, and drivers are used to it. In DC there is relatively little snow equipment and winter tires are unnecessary and unheard of, so the whole place just grinds to a halt. ( Not sure how you tell whether government is at a halt).4 degrees sounds a lot, but if that means it was -20 instead of -24 it doesn't look quite as bad.

That is normal, declare a state of emergency, it makes it easier for the ploughs. In NJ we have S of E till 8am Sunday. Basically means emergency vehicles and snow ploughs only, but if you are a doctor nurse utility worker one is still expected to attend work.If you do drive be aware that a plough will not stop at a red light. It cannot stop with three tons of snow in front of it, it would never get going again.
State of emergency also gets you access to Federal dollars
