But Canada is quite a big place.

It's like saying Venables is in the UK. (It's been widely reported he is currently residing at Her Maj's pleasure in a UK prison and no action has been taken for that).

I'm very surprised any other country would want him. I would have thought anonymity wouldn't be allowed to apply for emigration.

Presumably he could be given a clean identity, and Canada would have no idea who he was, let alone his criminal history. I'd think that would cause a diplomatic problem though, so perhaps there's some agreement where we agree to take some of their "problems" in return for some of ours? Maybe it has already happened a few times already.
