All Legislation passed since 2000 illegal?

I've seen a few versions of this being linked to from various blogs, but I've not seen it discussed here. The long and short of it seems to be:

Hereditary peers can only be legally dismissed by "specific" legislation, 900 dismissed peers should equal 900 bills.
The dismissal of Peers was as a result of the 1999 Act which was "general" legislation and therefore illegal.
All subsequent laws therefore illegal.

Any constitutional experts with a view?

Our constitution is largely custom and practise, so I suspect this will be ignored with great enthusiasm by all and sundry, especially as the media is distracted by the shiny bauble that is a hung parliament; the gift that keeps giving. If CMD gets into Downing St. it might be looked at as a shortcut to binning all the extraneous ste legislation heaped upon us by Labour, but I bet £50 they will not bin the Legislative and Regulatory Reform Act...
