I think there is a good case for playing 'touch' rugby when they are young. It would get more kids involved.
But I wouldn't agree with changing the game past 14 years old, we just need better coaching and referreeing to reduce the risks.

I went to school in the mid/late 90's and we had rugby with scrums, I have to say I wasn't a fan of them and I can see why people might raise this issue - esp as we were forced into doing it!Why don't we just ban everything then????
Ban hockey, you might get hit with a stick.
Ban 100m hurdles, one might hit you on the shin.
Ban the high jump in case you fall off the pad.
Ban the shot put in case you drop it on your foot.
And so the list goes on....
If you teach and supervise sport properly there are very few problems, that goes for rugby just as much as any sport.
Personally I absolutely love watching rugby and enjoyed playing it as a kid. That said, we were properly reffed and supervised. Hire proper sports teachers and the problem would disappear.
