I can't help thinking its about time punishment meant something again. Can't fine them cos they don't have jobs or money, then here's a starter.

A few truck loads of rocks, leg irons and sledgehammers to work off the fines might do.

I'm sure the PH massive can come up with even more "creative" schemes
