So a $19 billion annual shortfall is classed as a state of emergency? Admittedly our GDP is some 50% more than California, but our budget shortfall was $19.6 billion in June alone...

To be fair, he has been a pretty good Governor given that hand he had to play. The fact is, that the entitlements and state pensions are unsustainable. CA is not the land of milk and honey it was in the sixties. It is not the least state to be facing a fiscal crisis. Municipalities are in even worse shape.

The form of government adopted there allows those officials' saleries to be set by the council.....a council that meets twice a month and is paid $100,000.
