I suspect it would be manslaughter (although he did just drop it - so perhaps there was murderous intent?, he did not aim at a clear spot).

Looking at the height of that building though I think if had hit someones head it would be instant death - so the sentence is pretty fair, more than fair in fact because he so narrowly missed killing someone, it could have been very messy indeed.
