I'm not saying he was dishonest - but it was reported that the reason he gave didn't stand up to scrutiny, and the vehicle was returned. The waste licence that Moat had didn't preclude him from carrying scrap metal.

The bit about being intimidated by Moat seems unlikley - he'd been stopped over and over again by Police.
It wasn't reported like that in the article you posted, he was carrying waste he wasn't allowed to?
Having watched the programme aboot him a few months ago he seems highly unhinged and I am not surprised that people could be intimated by this character, even if he was 5 feet tall, it seems most likely not unlikely.
He was allowed to though. The assertion that his licence didn't cover scrap metal was wrong.

Imagine how annoyed even your average unhinged person would get if their car was impounded on the whim of a Police Officer.

I suspect it was more of a question of him not having the right licence for what he was doing/intended to do, but didn't need one for the explanation he gave after talking with a few mates about how to get out of it. Very common and the Police have a hard job to nail people like him for offences like that as a result of their multiplicitous nefarious employment activities. Sadly a law brought in to try to control these sort of people but which is usually only enforceable against companies and those who are usually the correct side of the law.

Nope. The asserted that his waste transfer licence only covered his tree felling activity and that's wrong. They said they checked with a more officer but they didn't. He was OK to carry any kind of waste other then the hazardous stuff.

Look, I'm not suggesting that he was a good guy, but there are many reports suggesting that he was goaded by the Police and that he could barely move without being stopped.

Maybe it's a good thing that the Police are all over people like him but if you push unstable people then eventually they'll crack.

Annoyed enough to shoot someone in the face?

Probably not, but he was a bit more unhinged than average. And he had access to firearms.

Depends how unhinged they were and how much they had been pushed.

As for the pro Moat things on facebook etc, I think most of them are a bit tongue in cheek.
