It's an open prison where the prisoners are allowed to walk around free. Some of them even have jobs in the nearby town, etc.TO A PRISON!!!

It would be pretty hard to stop it being smuggled in without beefing up staff and security measures significantly.

Latest News: Riot at Ford Prison. Inmates had a Fiesta for New Year, lost Focus and then scored some Ghia. There was a police Escort but I believe some of the foreign prisoners wanted to see their Consuls who were on holiday in Capri, a Popular resort.

I have commented on these issues before. I am very involved in various areas of government and spend a lot of time at all the prisons.
The simple fact is that Ford is very much like butlins in the way it is laid out and run. However it is a pre release prison and inmates have nothing to gain from rioting or causing trouble and everything to lose hence the low staffing level.
There are also other factors at play reg how the prisons are run locally and by the gov.
Sadly in this situation as has been said it sounds like it was being used for overflow with inmates who really should not have been outside of cat c prisons. It is these inmates who caused trouble.
Some would say that places like ford are bad. I disagree.
They help prepare inmates for release by allowing them to get jobs which then gets them a wage so that when they get out they can get decent accommodation easier etc.
It also teaches them to respect the rules and gives them respect back. Its not perfect and it will fail from time to time.
However its either this or just letting them out of prison where they have no freedom and are not expected to in any way prove they are ready to be let out into the public again.

No, there is not.The only "control" ability a PO has, as standard, is to appeal to an inmate to behave in an acceptable manner or go on report.
POs are, no doubt, trained in how to determine when a situation is getting out of hand but probably not to the depth a psychologist will be.
Perhaps we should have 24 hours monitoring of all wings in prisons by psychologists?
You then have to consider the responsibility of the Prison Service to it's employees, it cannot expect them to enter any situation without the necessary equipment to deal with it.
It's the many laws covering this that determine response.
Force, even in a prison riot, has to be appropriate.
The Courts, considering legislation in place, are the final arbiters.
