Seems fair. Young Offender institutions are no beds of roses...
Question - do young offenders get allowed to apply for open prison, or do they serve their whole term in a young offenders prison?

I don't think that punishment quite fits the crime.
He missed hitting the plod by sheer fortune, he didn't deliberately miss. The intent was there, so he wanted to at least injure a PC. Therefore, a bit of 'rough treatment' in jail is fine by me...I don't think that punishment quite fits the crime.

I presume as it was a violent crime he won't be eligible for an open prison too quickly, or for release under tagging?
