Of course the schools people are accusing of just chasing funding could actually be trying to help the child and family!
Which is what they are supposed to do and in many schools are very successful at doing.I can assue you that in my expearience the funds do not pay for all the extra help and time given to many of the children.
So why do it? because in many cases no one else will and yet these children can progress to contribute positively to society as a whole.

Solution? Basically, common sense. Quit this PC labelling and cease this leaping to conclusions that say any child who misbehaves must ill and needs treatment. It simply encourages feckless parenting and kids who know they can get away with anything. Not only that, it demeans the tiny minority of kids who do have mental health issues.

A friends brother years ago had what would now be called ADHD.It was simply called being hyperactive then, none of this poncy four letter rubbish to embellish it. Having changed his diet and taken away the Orange squash etc he was a totally different person. Didn't stop us bunging him a few m&m's though for a laugh

Still it's easier to give someone a label and take away the responsibility these day's.

Some history on the subject -

Sir Alexander Crichton describes "mental restlessness" in his book An Inquiry Into the Nature and Origin of Mental Derangement* written in 1798. The terminology used to describe the symptoms of ADHD has gone through many changes over history including: "minimal brain damage", "minimal brain dysfunction" (or disorder), "learning/behavioral disabilities" and "hyperactivity". In the DSM-II (1968) it was the "Hyperkinetic Reaction of Childhood". In the DSM-III "ADD (Attention-Deficit Disorder) with or without hyperactivity" was introduced. In 1987 this was changed to ADHD in the DSM-III-R and subsequent editions. The use of stimulants to treat ADHD was first described in 1937
