Not sure that approach is relevant these days. I think getting totally smashed is simply a modern lifestyle choice which is also well supported by the modern State as there is little or no accountability until you do something immensly bad.

Best solution is just to round up anyone who cannot handle their drinking into the back of a van and then dump them a 100 hundred miles away in the middle of the woods and let them find their own way home. Just keep doing it until they begin to realise that it's a bit of a pain in the arse.
