My Mum has been in a council-funded home for just over a year. Dad lives at home in his c£1m un-mortgaged house. The council pays for all of Mum's care home costs as neither she nor Dad have £23k liquid assets - The house is excluded from all calculations.

Thats because the rules say if a spouse lives in the home its excluded from the calculations of the first party going into care .If your dad needs to go into care the house value will then be taken into account .

Thanks for that clarification, I did wonder but, was not sure.
