I am up to date with my NI contributions apart for 3 year, in year 06 - 07 I am short by £15.85, so I thought I might as well pay it, but how?
When I click the link to make voluntary payment it takes me to a page with a phone number to the Futer Pensions Center, which i have been trying to get through to for weeks.

Why do you want to pay these missing years? Firstly they may not make any difference to your State Pension even if you did pay them & secondly you may well earn enough for the full SP between now & when you retire anyway. When I click the link to make voluntary payment it takes me to a page with a phone number to the Futer Pensions Center, which i have been trying to get through to for weeks.
I wouldn't hand over £2400 until I knew it was really necessary.
You’ll need the infamous 18 digit number. You could call HMRC and ask for it. I got mine without first calling the future payment center. I doubt it is worth your time faffing around with the future payment center when there is only £15.85 at risk. Failing that you just have to sit on the phone all day. You have until end July to pay that year.
