If he puts more money in he’ll certainly advance to Stage 2 (of proving to the scammers that he can be taken for more of the carrot/pitch is right).
There’s a small chance that they let him withdraw something to encourage him to put far more in.

Unlikely they’ll let him take anything out, given they’ve so far only got £60 from him.

More likely they’ll try to encourage him to pay a fee/invest to see even larger returns a la "The only problem you're gonna have is that you didn't buy more."
