Damp in underground garage - suggestions

If any builders etc. can make any suggestions I would be grateful
We have a single garage that is built into a hill and covered on three of the outside walls single skin con block walls by the mud/chalk of the hill. The top/roof is cast concrete with steel I-beam's across the width.
During cold spells and after rain the inside of the garage becomes a damp hole with water dripping off the I-beams and collecting on the floor. To keep the humidity under some sort of control a dehum runs in there most nights - not that a small de-hum is very effective.
So I believe the majority of the moisture in there comes from condensing during periods of high humidity/cold. After all being built into a hill the air temp within the garage remains more constant when compared to outside?
Would it be worth getting some marine ply and insulation and bolting up to the I-beams?

It sounds like there was no barrier put in place (DPM) damp proof membrane, to stop the water from the earth, passing into the bricks and into your garage. I would contact a company that offers basement waterproofing, which would be along the same sort of lines as your problem.
It involves fitting a waterproof coating inside the garage walls, and should stop any further rain penetration, although its prob not cheap, but i dont think apart from maybe dry lining it?? Hope that helps.
