I would be inclined to go over the paint with some sandpaper first to give a good key..
But 'going over the paint with some sandpaper first' will only improve the key between paint and tile advehsive. (It won't improve the adhesion of the paint to the plaster)

If I'd known how easy it was to get the paint off I wouldn't have even asked! The plaster is so flat under the paint, it's a really good job. Almost a shame to tile over it!

Top tip is have a spare bucket half full of water to hand, so that you can clean your tile float at regular intervals.
