How to stop paint flaking?

There's a patch in our bathroom that flakes. It's plaster on block work and only at the bottom but there's no sign of damp (I have a meter)

I've rubbed it down once already and repainted it but the flaking has returned.

Have you tried a sealant on the plaster? Once that has dried then apply your undercoat and topcoat.

I haven't because it was painted before.

O.K I am not a pro' but it is a non adhesion problem, perhaps you need to PVA anyway to the old paint.
Other than that, sorry I am stumped.

Get yourself some Zinsser primer,that should work.
