Planning permission and permitted development

Hi,
Looking to buy a house that has just been built. Plot was part of large garden, in conservation area.
4 bed house has been built by local builder as his 1st foray into developing. It had full planning and from what I can make out has been built totally in accordance with said planning.
Whilst I like the property there's a couple of tweaks needed,, for example it has a single garage whereas a double would suit me and the property better.
Can I do anything under permitted development, maybe a further single garage on the other end of the house, or take down the single and rebuild a double?
also would like to construct a conservatory on the back.

From what I have been reading, conservation areas will have their own rules. A lot of councils have a duty planning officer that you can have a phonecall with up front and they'll give you some verbal advice on what restrictions cover your area which will put you in the right direction regarding planning
