My understanding was that outside lighting is subject to Part P, but the 2013 edition of the Part P document drops all reference to outside lighting being in a special location; just bath/shower rooms or swimming pools etc.

Yep, looks like since April 2013, just the following are notifiable:

• the installation of a new circuit, whether at low voltage (typically 230 V) or extra-low voltage); or
• the replacement of a consumer unit (fusebox); or
• any alteration or addition to an existing circuit in a special location*, whether at low voltage (typically 230 V) or extra-low voltage

*A special location is a room containing a bath or shower, swimming pool or a sauna heater.


I had a quick look around, and definition of new circuit is anything on a new breaker at the consumer unit.
