I had the council and NHBC arguing over certain elements of my build as to which was the right way to do certain things, the insulation for my zinc roof being one. Oh what fun that was!
Who won?

The NHBC can be intransigent to the point of pedantry, in my experience.

It's not really the council/planning department being incompetent is it? It's simply a lack of staff. This is a major issue nationally.
I wish I could ignore work coming in, just not do it and take every other day off. Things would fall apart but I wouldn't be incompetent??
Our little bit has gone from 9 to 5 to 4 to 2 (staff not working hours smile)
I CBA much anymore as the pay is ste and the employer takes the pish so I will muddle along doing as little as possible whilst it suits until I bail out smile
Funnily enough I was only chatting to an MD of a company we deal with who respects the 2 of us pulling our tripe out to do a job stuck between lying politicians, moaning members the public taking the pish and several corporate companies turning over huge amounts of cash and wanting to invest millions but being held up by council planning depts and Nimbys.

And therein lies part of the problem... expect an offer that you can't refuse, any day soon, to go work for one of the big corporates.

Anyone who is half decent and committed can earn twice as much in the private sector, so between budget cuts and better offers, LPA's are struggling to keep decent teams together.

There's a dearth in the private sector as well, following the events of 2008, after which the contraction of the industry saw a lot of younger staff leaving the planning sector. There's now a bit of a gap of a generation and so it's even harder for LPAs to retain any staff, let alone decent ones. I've seen plenty of the more experienced leaving recently to either join the private sector or set up on their own. Their role in the public sector was a thankless task for far from the best pay, and many of them were in a department of one.

It was about 3 years ago so I cannot rightly remember BUT you are correct in your statement. I remember that one side was actually arguing with the zinc roof company telling them they were wrong, even with decades of experience of installation. I THINK it was NHBC smile
