Help building patio up to DPC level

Rain doesn't just land on the ground it is blown onto the walls
Bricks are incredibly porous, the water runs through them and down the inside of the bricks, within the cavity
If the cavity is filled up to dpc or above then you have a solid wall and the water will soak straight through to the inside. (Ditto if you've snots on the wall ties)
I'd be tanking the wall externally, up to dpc level, bituthene or something similar would adhere to the wall while filling with gravel.
My main concern is the neighbour who no one has mentioned. The OP says he's looked for their dpc but cannot see one. This doesn't mean there isn't one. And it may be lower than the OPs
