Hoping this is the fridge freezer section.....

on mine , there is only the one fan and thats in the top freezer compartment , that roars away giving quite a blast , the air is then diverted over the evaporator and ducted to the fridge side of the appliance so is a more gentle flow.
I'd take the back panel off entirely , defrost the evap. with a hot air gun or hair drier just to make sure you have no ice build up stopping airflow , and start again and see how it performs.

Right. It moves on
The freezer section is now barely below freezing, so I pulled everything out of it and took the back panel out. Fan was still working, by the way. Compressor seemed to be working too

So what is my next move please? Not sure I understand the workings. Do I just get the wife's hairdryer on it?
BTW, it is switched off at the plug.

That's exactly what I expected you to find, the fan will also be clogged up , that's why it is " not going for it"Google the model number and fault and there will be a you tube video as to what needs replacing, and people selling the parts.
Our Samsung had the exact same problem
thats what I said would be the problem , either the fan not working properly (this may still be the case) OR a blockage behind the evaporator and thats what you found , as you've defrosted it properly ie cleared the blocked duct behind the evaporator you will find it works okay now I'd think.
the blockage could have occurred due to leaving the door open for good while or putting too much load on the system in one go.
the link I posted to the manual should show you how to set the defrost into motion , observe it with the back panel removed you'll see the ice melt ,and if it works you should have no further issue , if it doesn't work you'll need a new heater element , you'll be able to check with a multimeter anyway
