Can I ask, your planning permission to remove the tree - did this have a TPO and if so what reason did you use to get planning permission to fell it? Our neighbours have a monster if a tree shedding pine needles daily on my land but it has a TPO and I want to get rid of the bugger.

Yes, I live in a conservation area so ever tree with a diameter of more than 4 inches has an automatic TPO unless a qualified Tree Surgeon considers it to be a danger (diseased).
I think you might struggle somewhat if the tree in question is not on your land, but finding a good local tree surgeon who knows the planning officers in your area will cost you nothing and get you the best result.
I have quite a bit of land (though not a huge amount) with some very mature (100 year plus) trees and my Tree Surgeon has never had any application refused and knows the planning officer (as I now do) on a first name basis.
So get a good local Tree Surgeon involved, they know the planning people very well and talk sense to them in a very informed way.
Keep us posted on how it goes!

Norfolk to yours would be a strong round trip for a very short time spent at a party . Shame, as it's a wonderful offer and a chance to meet a lot of PH faces.
