Not sure I can be called irrational for posting a thread about a neighbor coming over, cutting my bush and then throwing the clippings in the garden.

I just thought it was odd, that is all.

When we moved in we had a multitude of deliveries. Without fail, he would come out the front and stand at the edge of his rockery to ensure the drivers came nowhere near hehe

I also caught him shouting at a takeaway leaflet guy for walking across his grass because he had just watered it.

FWIW it looks to me like a shrub that has been well tended over the years but is now 2 months past a proper trim and which is starting to sprout madly.

If it was mine I'd lop off the new growth as I'd personally try to keep the shape and the density.

Put on a suit, don some gloves, politely rap on his front door, wait until he opens, say 'good afternoon sir, then unleash the biggest canned-air blow horn you can possibly find, as seen on YouTube. Hopefully his heart will explode, then merely close his door back on the latch.
