Strange old retired neighbor

Cant say I have read all of this.
Its a bit off, but its also a bit odd your bush is outside your fence and much nearer to him.
I would just go over and have a chat, see what he says, mention about the birds and trimming it out of season, keep peaceful if you can.
Had the guy opposite comment on my drive being a bit over grown (block paving, laid on bugger all, I have been away abroad so no car or foot-traffic) and it ended up with me giving him £10 for some weedkiller, and him spraying it all off and smartening it all up while I was in India with work for 6 months. Kept him happy, kept the house nice, and didnt ruin the planet too much.
Once I was back it reverted to normal traffic keeping it down enough it was fine for both of us without the use of glyphosate.

Sitting in my engine control room at sea, so I've just read the whole thread. I've been laughing out loud!
However, the pavement tree looks to be his property. It's a bit of crazy paving where the footpath ends, and level with the end of his driveway.
Maybe the Old fellow is a bit strange, we will probably all go that way eventually, but maybe he likes to keep the place tidy, and he's an OCD gardener. If it was me, I'd wait until I bumped into him, outside Tesco for example, and talk to him about it, ask him if it bothers him, and why.

Passive aggressive shouting over my fence regarding the fallen leaves ruining his rockery a few weeks back.
Unfortunately as a living tree it does have the tendency to drop leaves so he is out sweeping his drive every day.He then gathers the leaves and dumps them at the base of the tree. Each day the leaves blow back on to his rockery.Groundhog day round here.
