OP, if that border is your property, take down the fence, and build a new one along the boundary (but check for any covenants preventing you from doing so first!). Your neighbour can then look at a boring fence all day instead of a nice border.
This seems a good plan if its possible, cant be too difficult to shift the fence out and make use of some extra space?Otherwise just plant some japanese knotweed in his technicolour rockery

I've first hand experience of old folks going a bit odd with silly little things like this. Can be a side affect of things like early parkinsons. Stuff that you would normally think nothing of, can suddenly be very important to them and they find it difficult to comprehend common sense. I've learned to cut them a little slack.
