Job done!
Took 3 HSS drills to drill 4 holes, but apart from that was fine.

Had a similar problem in a new build flat, eventually decided to fit wooden batten entire width of window recess to make it look like it was supposed to be fitted originally, used gorilla glue and then screw fitted blinds to batten instead of faffing about trying to get drill through concrete and steel

Also painted batten before fitting to match wall colour

I was about the suggest this. Gorrila glues on, it ain't coming off. It may expand out the edges if you put Too much on. Can always chip/sand etc it away then paint to match. Use the screws to sort of secure it, even gorilla tape until set. The only problem with the tape is it's also not coming off...

Another option os to bond some timber to the wall just where the brackets are required, then screw the brackets to the timber.

Presumably you drilled holes first the size of your screw shanks?
Didn't even have to do that. Inserted the self tapper into the bracket and buzzed it into the reveal. As soon as it bites, it'll pull itself in .
