Curious as to why our utility is 16A but upstairs/downstairs sockets has a 32A

Utility may be a radial.

Is the utility circuit a ring?

Radial rather than a ring I'd guess, sparks has probably looked at the amount of load that will be going at any one time and rated it on that at a guess

Does it really matter???

I’d be more concerned by the fact that it’s an MK consumer unit.
