I would suggest, unless you have a very barely insulated cylinder, its likely to be the pipework rather than the cylinder itself which is given off the heat. Particularly if you have the time set to heat the water for a long time, so it spends a reasonable amount of time kicking in and out on the cylinder stat.

Only because ive not see this even with early solid-foam tanks from the 80s, our OSO cylinder gives off something like 45w which means our 'airing cupboard' with solid one external wall, consistently colder than the rest of the rooms.

Either than or the rooms directly above the living room and heat is coming through the floor.
