Tenant broken boiler, refusing me access to check it

Yep, the boiler works, although the waste pipe on the bathroom sink wasn't connected so when the tap was running all of the water was running down into the kitchen and part of the ceiling has caved in. Up until then we were in two minds whether to do it up first and then auction it, but once we saw that damage we just decided to get rid.We've already had a pre-offer of £22k, but we turned it down.
Crazy cheap money they go for, this 2 bed terrace is only 20 miles up the coast.

The council are in the process of trying to secure finances to pull some of these houses down and sell the land to developers.They've recently secure funds to pull down an old pub that's been empty for going on 20 years, so that's gone, and a few year ago they got funding to build a train station less that a mile away.

When I lived with my ex, we were in the "Royal Arms" area of Peterlee, in a lovely new 3 bed detached. The problem was, nobody wanted to live there so they were cheap and as a result attracted next level scum all around.
Only place I've ever had knackered wiper blades stolen from my car.

That's part of the problem in areas with house prices at these levels, the financials of improvement don't make sense on an individual house basis. To fit a new kitchen and bathroom and do some decoration, you've doubled your cost without doubling the value so rather than do that, they get left as slums and rented out to the dregs of society.
The only way to break the cycle is to either knock them all down and start again or a very least , improve them a full street/area at a time
I find that quite sad.
That little terrace could be a fantastic little home and yet the entitled scumbags that lived there did that to it.
Boggles the mind how you get to have a mindset like that.
Also as bad as the area maybe socially the east coast is a wonderful place to explore, far better than landlocked in the Midlands

They will have never earned anything in their life, housing and money will have been handed out to them by the government.The majority of tenants (and landlords) are decent people.

I can see non paying tennents increase beyond anything ever seen before within the next year. Should I pay my extortionate rent or my extortionate heating bill? Some would say rent first, but most know if they have a child mays well have heating since it'll take a year to get kicked out and the council will sort them out anyway. Tough times but an easy way to grab near enough a grand a month for a year before the sob stories yada yada new council home. Sorted.
My dads retred and a flat is his pension. The doctor in residence decided to stop paying for almost 14 months and he's only just got him removed, the doctor was working and earning throughout. Agent did little, but was also seeking the fees theyd not recieved due to non payment by the tenant. Who'd be a BTL landlord in these circumstances.
