It can be done, though it will have to use the existing vehicular access and the roof design should miotigate the extended width as much as possible. This would probably be best done with a hipped roof, so the original garage would have a pitch above it, which would blend into the hip above the new, reducing its massing.

Another design feature that might help would be extending above the original garage so there is an extension above, possibly with a dormer window in the roof, so there is a step down design rather than one long single storey side addition. Will cost a lot more though.

If the existing garage is part of the house as originally built then you can probably build the garage extension under the permitted development rules for a single storey side extension.

Putting a pitched roof over the existing garage and the new probably would require planning permission. Technically they should only assess the impact of the elements beyond PD, so should negate the building line issue but not all Planners approach things this way.
so regardless of the building line, I should be able to extend the width of re existing garage using permitted development, so I assume if the planning department ignore this and refuse, I could down this route in an appeal?

Main problem I see is that it’s going to leave you without a good spot for your goal.
First “appeal” I had was from my lad!

I did think the roof could be a little awkward due to the width and shallow height, I think the hipped roof is a good shout.

Regarding extending above the current garage, this will be on the cards at some point in the future, A - to make the bathroom bigger and B - make my daughters “box” room a decent size, as you say this would make the roof simpler, would also look better.

For now though I need to extend the garage, I have scrapped the idea of using the extra dropped curb as another drive entry and will just be using the existing entry.
