Concrete step question

Amateur question!

At the rear of the yard I have two pillars and between these pillars I have a 40inch wide gate which sits 6inches above the ground. Currently under the gate is a void and clay so I want to concrete this area under the gate (effectively creating a step). My plan is to:
- Dig a hole (22 inches wide) to allow for 3 inches of gravel footing which will be compacted.
- Above the gravel, fill with concrete (gravel & cement 3:1 mix) which will have a height of 10inchs (so 4 inches underground and 6 inches above ground).

Any feedback on the above. Should I add some reinforcing mesh into the concrete, if so is the following anyway useful https://www.screwfix.com/p/sabrefix-brick-reinforc...


Its only a pedestrian gateway so wont be getting heavy traffic bar maybe a few heavy wheelbarrows and potentially a mini digger once every 5 years.
