Keep a record of each and every time there is a nuisance.
i.e. Friday 13 March - 8pm loud car arrives. 9pm loud music starts.
After two weeks you will have plenty of examples to give a copy to the council for them to take action. Have you chatted to any neighbours as well to see if they are just as peeved? If so, get them to keep a record as well (there may be all sorts of things going on whilst you are out at work as well).
I don't get this. Just make it up?i.e. Friday 13 March - 8pm loud car arrives. 9pm loud music starts.

Here. Copy this.
1/3/09 - 7pm loud Saxo arrives. 8pm loud music starts.
2/3/09 - 8pm loud Punto arrives. 9pm loud music starts.
3/3/09 - 6pm loud Saxo arrives. 7pm loud music starts.
4/3/09 - 8pm loud Punto arrives. 9pm loud music starts.
5/3/09 - 7pm loud Fiesta arrives. 7.30pm loud music starts.
6/3/09 - 8pm loud Fiesta arrives. 9pm loud music starts.
7/3/09 - 5pm loud Saxo arrives. 6.45pm loud music starts.
8/3/09 - 8pm loud Fiesta arrives. 9pm loud music starts.
9/3/09 - 8pm loud Punto arrives. 9pm loud music starts.
10/3/09 - 8pm loud Saxo arrives. 9pm loud music starts.
Will carry more weight than anything computerised, and much much more weight than just going to see the council to complain.

Try and get the car registrations too if you can.
+1Invest in a camcorder or webcam to record it from a bedroom window, The police and council noise abatement officers should have recommended this to you.
Just to record all the comings and goings in the street.
It all helps,
There have been several cases lately of noisy/abusive/annoying neighbours being prosecuted/evicted on the strength of video evidence.
Here's one..

Watch the video.
Definitely use video evidence but make sure the date and time on the camcorder are correct first!!
In your noise log make sure you try and note how long the noise lasted for otherwise they'll just argue that its only for 5 minutes or so at a time. Pretty sure its only antisocial if it goes beyond 11pm or something stupid like that.

A load of scroats have rented the house over the road from us and turned it into a right old dos house.
Since they moved in a month ago there have been regular bouts of insanely loud music (so loud the windows have been vibrating) late at night, loads of drunken teenage fools hanging around outside, arguments and nearly fights outside the front door, and stupid cars with stupidly loud exhausts (not nice engine noise, the usual Shatso and Fiesta st) pulling up outside and revving the engine.
After two weeks of this I got a bit miffed and called the police, this was two weeks ago today actually. They said that they couldn't do anything as it is a 'civil' matter. They suggested I go to the council.

Went to the council last week and was told that I would need to make an appointment for a week's time to speak to someone. WTF! The buggers at the council spotted the fact that we had UPVC windows installed one weekend last year (we didn't realise we had to have them checked and pay a tax, sorry 'fee' for this). But I couldn't see anyone on a Weds morning to complain about antisocial behaviour.

Anyway, I was in a rush on Weds as I had a funeral to attend so I left the council after waiting for 20mins and was told to ring them for an appointment.
When I originally rang the police I was going to say something that would get them there. Something along the lines of the fact that the scroates had a weapon (the chap at the council on reception even told me to say this). But, my fiancee told me that was naughty and I shouldn't say that.
So, I'm stuck in this situation now with the doss house over the road regularly spurting out very loud music, late at night, with groups of teenagers walking in and out of the building, making a racket, and acting 'hard' with each other.
I open this up to the PH massive to give me some suggestions as to what I can do about this! What can I do?
Fire away all.

Move to a better area. If you can't afford to, accept your place in society.
I was wondering how long it would take for the first dick to turn up.I've lived in an inner city bedsit with a bail hostal for neighbours. The place was scary, but all I could afford. All sorts of bad things occurred, not just loud music and revving cars, BAD things.
Society is a mixture of human beings, from murdering scum to brain surgeons, you pay to live where you live, are you really expecting the council to ensure that everyone behaves?
Statutory nuisance (the noise element, not the ASB) is one of the few things that Councils are compelled to deal with. There is no discretion once a nuisance is established (an EHO witnessing it is best). Over tht hurdle the law requires they 'shall' issus an abatement notice. Once a notice is issued and served, the stakes get a whole load higher for the source of the nuisance (criminal sanctions, seizure of property etc). Most councils have out of hours services and can leave remote monitoring kit to log actual sound pressure levels (in your house, say).
Keep an honest log as has been said.
You need to speak with the EHOs themselves, don't be fobbed off with customer services officers. Speak with the ward councillors if you can't access the folk you need.
ASB falls in the ambit of the local Safer Community Team. Police should point you in the direction but other agencies are involved too (including the council). The EHO may well have a role too as the same circumstances can give rise to interlinked complaints under different disciplines.
Most authorities take these issues pretty seriously these days so keep pressing.

Donald Pleasance used to live in a huge Edwardian/Victorian house opposite our house which was eventually purchased by a property developer who turned it into 6 flats. 5 of those flats were filled with perfect residents whilst one of them was purchased by nottinghill housing trust which seemingly sends an endless stream of scum to live there.
As it happens we've had pretty good residents for the past 2 years but god knows who we're going to get next.
Put an anonymous note through their door (between 6.00am and 11.00am when they are asleep, or try before Jeremy Kyle’s show starts as Chavs love it) telling them that unless they shut the f up ………(add what ever you like).
Then simply ensure that the council agree to attend that very night when they are so p off they try to teach you a lesson.

Had a similar situation a while back when I was head of the residents committee in a block of flats, rave kids had rented a flat, turned it into a all night rave/drug den, scared the poor widow next door sh*tless, and left a mess everywhere. I did pretty much all the (sensible) things suggested in this thread, wrote to landlord, council, kept logs, gathered petitions, police, etc etc. In the end I got in touch with a council member who was contesting a local election (of some sort) and he was very helpful, I'm sure I got a little lucky in the timing, as the election element gave a little leverage, and I can't tell you how happy I was to come home from work one day and get see the door & windows boarded up! So, keep on with the logs, be a 'squeaky wheel' with the council and I wish you best of luck, having been through this type of thing I know how unpleasant it can be.

Living in flats we used to be plagued with scum causing issues. Conversation used to be along the lines of:
Me: "Hi, can you keep the noise down"
Them: "Why, who are you?"
Me: "I'm a neighbour and you're disturbing us with loud music at 3am"
Them: "fk off wker etc etc etc"
Then we took the right-to-manage. Now the conversation is:
Me: "Hi, can you keep the noise down"
Them: "Why, who are you?"
Me: "I'm a neighbour and you're disturbing us with loud music at 3am"
Them: "fk off wker etc etc etc"
Me: "And I'm the boss of the management company who run this development. This is a draft of the eviction notice we'll be serving on you via our company solicitors if you don't keep the noise down"
Them: "oh"
<door shuts, music stops and silence breaks out>
Strangely none of the (two) flats we've taken this line with has ever looked into whether we really can do this (we think we can, but not quite certain).
