Council tax re-banding

Looking at buying a property.

Went to check the council tax on the VOA website and "A band review is pending sale".

My understanding is the council tax is based on the value in 1991 - currently the house is band D, but the market value is more than this - therefore are they likely to try and put this into the top band - how does it work?

Confused of Wolverhampton.

Advice appreciated.

Obviously prices have gone up since 1991 but that isn't the issue - it's a relative thing. So maybe the value of the property has been increased relative to other houses in Band D - extension, conservatory etc?

Basically the current owner has made some improvements which are not reflected in the current band as improvements are not reflected until either a relevant transaction or national revaluation.

Therefore you need to ask the current owners what works they have done, as mentioned above could be a conservatory, but it could be a major extension. Seem to recall somewhere in the country there is a house which was a Band A cottage, has now been extended to such an extent it should be in Band H, but no relevant transaction yet.
