Get advice from the RSPCA?
Is that particular owner and dog regularly in the same place? Maybe RSPCA would be willing to "stake the situation out", though probably not -see what they suggest.
The advice about looking big - raising arms and making a loud booming low noise is very effective - however it's the owner that's the main problem. Hope you find a solution; to your problem mainly, but it's a shame that the other dog is out of control - not it's fault.

Please tell the police this. They will only act if a person IS attacked and they are not interested in dog on dogs which is the OP's reason for the thread.

Just thinking on a bit here, but isn't there some sort of offence in failing to keep a dog under control in a public place (or similar)? The latest event was in a town centre.

I have always said that if another dog attacked mine (if mine was on his lead & unprovoked) I would do anything to stop this. If it mean't hurting the other dog to get it to stop, I wouldn't hesitate followed by giving the owner some hospital time.
