Screenwash doesn't contain ethylene glycol, antifreeze does. Screenwash contains methanol, which is also toxic, but smells and tastes nasty and so is not attractive to pets. Usually, if pets are being poisoned by antifreeze, it's because some sociopath is feeding it to them on purpose.
I would think that the substance in rock salt which is dangerous when ingested by pets is, erm, salt.

I thought the nitrate in the fertilliser would do the job on its own?
Dry nitrates will act as an oxidiser, but you've got to give them a fuel. Ammonium nitrate won't burn but can be detonated, more energetically in the presence of organic fuel.Thing is, the stuff they use as deicer isn't a nitrate - it's urea.
