If they mean they won't give you the pups papers then avoid as it makes no sense.
If you proceed, ck the set up carefully, make sure you meet mum at least and ck not too many dogs being bred at same time, try and ck parents aren't too closely related (maybe why they don't want you to have papers?)
Might be worth asking them why and see what reason they give but my instincts says dodgy and avoid!

Which papers can be viewed? Just parents or are the puppies registered too? Any credible breeder will have registered the puppies and supply their paperwork with a R endorsement.
There are health tests recommended for Labradors too, again a credible breeder will have had these done and be able to show you the certificates/ results. Can check with a breeder for you if you'd like but the tests off the top of my head for labs are hip scores, elbow scores, clear eye tests.
