OP, I’m very sorry to hear about the incident.
How did it happen?
Why were you not there to protect him?
The reason I ask is because I’ve had dogs for over 50 years and none of my dogs has ever been attacked by another dog. My wife and I have one dog now, although she will be our last one because of our ages.
I’ve always avoided dog parks or parks or any areas where lots of dogs are off their leads and their owners are just chatting away to each other because those places are where most dog attacks happen. I’ve never let any of my dogs greet random dogs and from a very young age they have always been taught basic training which includes learning to ignore other dogs.
I’ve always had large dogs and although any dog can attack any other dog, aggressive dogs, like human bullies, tend to pick on smaller types.
I hope that your dog and you will recover from the awful incident. It’s such a shame that it has happened because it’s not that common because what most people call ‘dog fights’ are just handbags and lots of noise, but obviously that wasn’t the case with regard to your dog.
I’m not sure if you aware or not but there isn’t a law about dogs attacking other dogs. Many PMs are trying to get a bill passed in the House of Commons.

Sad to hear of the little doggies injuries. You haven't posted how this has happened, so I assume an off lead dog ran up to your on lead dog and resulted in this incident.
He was on a lead but proved too powerful for the persons to handle. Initially handled by a male, then passed to a boy. Dog then dragged the boy away...closing in fast, you can picture the rest.Wasn’t muzzled neither.
I’m always aware/mindful of the people/dogs around us. Tend to even carry him, to keep him safe.

That is encouraging news!
Anyone who has a known aggressive dog breed should have a special licence to own one and only be permitted to walk them if they are muzzled.
This st happens far too often with owners thinking getting away with it, and at the end of the day, it is down to a poor or lack of training.
That’s not strictly true.Anyone who has a known aggressive dog breed should have a special licence to own one and only be permitted to walk them if they are muzzled.

It depends on the breed, the lineage of the dog and the upbringing.
That’s why it’s so important to research and get a puppy from a reputable breeder.
The saying ‘there are no bad dogs only bad owners’ refers to people who have perfectly genetically fine dogs and just can’t be bothered to train them.
After a few attacks on my last loved Cairn, I decided in lack of police action to get actively involved. As in if a dog attacked my dog I'd intervene, as Police take no action against dog on dog attacks, but they will on dog on humans. And there's a threat to other dog owner of dog being declared as a "dangerous dog".
I would never allow my dog to get attacked by another dog. I love animals, but I shall always protect my dog from any animal or human for that matter. However, my dog is a large dog and could quite easily handle herself (although I would never want her to be involved in a fight).
There’s no law about a dog attacking another dog and even if there were I would never just stand and watch a dog trying to attack my dog.

All I have done is pointed out that the person whose dog attacked the OP’s dog is an irresponsible dog ‘owner’ and should not have had the dog in the first place.
I also pointed out that irrespective of the dog breed it is very important to do your research and not to buy a puppy from a puppy farm and only from a reputable breeder. Genetics do play a part in a dog’s character just like genetics play a part in a human’s character.
There are loads of people who get dogs that they cannot physically handle (ignoring everything else for the moment) and it’s so silly and immature.
I do NOT condone dangerous dog breeds. So, for example, especially in America there’s a myth that Pitbulls were referred to as “nanny dogs” which is an absolute load of claptrap - they were bred to fight other dogs so it’s no surprise when you hear about them attacking other dogs and I’m glad that they are banned in the UK.
If you could quote where I “justified” dangerous dog breeds then I would be grateful. I shall clear up any confusions, even though I would say that most people can see quite clearly that I don’t condone any dog that is aggressive. Cheers.
